MDI is a Technical Term for software systems that
enable users to open
multiple Windows within an application Simultaneously. Each document is
in a separate space with its own controls for scrolling,
sizing and data entry. The
user can see and work with different documents such as a
Facility Staffing Sheet, an Employee Availability Window, or
an Employee Schedule by simply moving the cursor from one
Window to another.
Examples of popular MDI Applications are Microsoft Word &
Excel, QuickBooks and even Microsoft Windows itself.
The lack of MDI capability means that every time the user
wants to view different information (for example they want to
Jump from a Staffing Schedule to an Availability Window) they
will have to close and exit each time. That's Way Too Many Steps

Non MDI systems are typically Browser based
applications that restrict users to One-Window-At-A-Time
access.
